Sam joined CIRSA as General Counsel in 2018 and was previously in private practice with the Denver firm of Light Kelly, where he practiced for over twenty years in the areas of municipal and public entity law, and government liability and insurance issues. Sam has served as general and special counsel to a number of municipalities and other public entities throughout Colorado, and frequently provides training for municipal elected and appointed officials and staff. He is a graduate of the University of Colorado and Lewis and Clark Law School.
