Sam joined CIRSA as General Counsel in September 2018 and was named Deputy Executive Director/General Counsel in January 2023. Prior to joining CIRSA, Sam was in private law practice with firms in Glenwood Springs and then Denver, where he practiced for 25 years in municipal law, government liability, and public entity pooling and insurance issues. Sam has served as general and special counsel to numerous municipalities and other public entities throughout Colorado, and he frequently provides training for municipal elected and appointed officials and staff. Sam also presents frequently on liability and risk issues and oversees CIRSA’s Liability Hotline program and other General Counsel services for CIRSA members. Outside of work, he enjoys spending time with his wife, Jessie, and their four kids, and pursuing outdoor recreation.
