Michael Penny

Michael Penny has 30 years of local government experience. He is currently the City Manager for the City of Castle Pines, a position he has held since 2018. Previously he was the City Manager for the City of Littleton, Town Manager in Frisco, and City Administrator for the City of Ouray. Michael holds a bachelor’s degree in criminal justice from the University of California, Long Beach, and a Master’s degree in Public Administration from CU Denver. Michael has been teaching a graduate-level local government management class at CU Denver since 2013. He joined the Board in April 2022.
