Membership Eligibility

The Colorado Intergovernmental Risk Sharing Agency (CIRSA) is a self-insurance pool that uses the combined resources of its members to provide affordable property/casualty and workers' compensation coverage and outstanding service to public entities throughout the state.

Our members come from two categories of public entity:

Municipalities

To be eligible for membership in CIRSA, a municipality must be a member of the Colorado Municipal League.

Other Public Entities

Other public entities must meet the following criteria:

  1. Be a “public entity” as that term is defined in the Colorado Governmental Immunity Act (school districts are ineligible for CIRSA membership);
     
  2. Have an intergovernmental agreement in effect with a CIRSA member municipality for the provision of one or more functions, services or facilities lawfully authorized to both the entity and the municipality; and
     
  3. That member municipality must consent to the entity's participation.
