About Us

CIRSA's work is threefold: We ensure our members can obtain affordable coverage, receive great service, and continually improve their operations to minimize risks and exposures.

To support these objectives, our menu of services extends far beyond the constraints of standard insurance coverage.

We've supported members with claims processing, risk assessment and management, loss control and prevention, and successfully followed through with issues all the way to the U.S. Supreme Court.

Our members have the confidence that they can rely on CIRSA when they need help with a claim – even before the claim happens.

Our commitment to our members arises from our mission to be the trusted advisor, advocate and right-hand resource for the risk management needs of Colorado public entities.

CIRSA's History

In 1982, public entities faced an insurance crisis. Rates were skyrocketing, and some municipal insurance policies were being canceled completely.

Our original members – 18 Colorado municipalities – pooled their resources to create CIRSA as a means of obtaining quality property/casualty coverages at a reasonable cost. In addition, they elected to control the organization through their ownership and representative board governance.

The concept of pooling proved to be a great success. CIRSA grew rapidly, and in 1988, we created our Workers' Compensation Pool to complement our Property/Casualty Pool. In 1992, our evolution came full circle when we brought all services in-house.

CIRSA Today

Today, more than 230 members participate in the CIRSA organization.

We are leaders in championing members' issues and in the development of municipal risk management in Colorado. We constantly strive to revitalize our products and services to provide our members with exceptional, customized coverages. Our specialization gives us the unique ability to anticipate members' needs and provide innovative solutions.

Our member ownership directs our day-to-day operations. Members adopt and amend CIRSA's organizational bylaws, elect our seven-member representative Board of Directors, and appoint CIRSA's Executive Director, who oversees day-to-day operations.
